Private Development

This market sector includes those residential and commercial or recreational development projects driven by private funding sources that require pre-construction approval from a State Historic Preservation Office (HPO) or a municipal planning entity.  New homes, sub-divisions, shopping malls, individual businesses, and golf courses are among the many types of private development projects that require cultural resource services. HPO review of private development projects is most often triggered by environmental impact thresholds established by state-level regulations that mirror federal Environmental Protection Agency standards. Municipal planning boards, public works departments, conservation commissions, and historic district commissions can also require proponents of private development to take into consideration project effects on historic and architectural resources through consultation with the state HPO office, or through consultation with their own cultural resource staff.  Guidelines for cultural resource management and protocols for gaining project approvals can vary widely for these types of projects.
